Preheat oven to 350 F. Set out a 9x13-inch baking dish.
If needed, brown the ground beef and drain. (I used some that I had pre-browned and frozen during a bulk ground beef cooking session.)
Add the rice, ground beef, can of diced tomatoes, can of tomato sauce, Worcestershire sauce, Italian seasoning and minced garlic. Pour the beef broth into the baking dish and gently stir to combine and to remove all the bubbles.
Cover tightly with foil and bake for 60 minutes. Remove foil and then sprinkle the grated Parmesan and the shredded cheese over the top. Return to the oven for 15 minutes, or until cheese has melted. Season with salt and pepper to taste.
