Place the black beans, Rotel with juices, cumin, salt and pepper into blender. Blend until smooth. Add 1/4-1/2 cup of water if needed to blend.
Meanwhile, saute the peppers and onions with some salt and pepper.
Warm the black beans in a pot or in the microwave.
Warm the tortillas in the microwave with a paper towel covering them. Place black beans onto the tortilla and top with peppers and onions.
Cook the frozen corn as directed on package instructions.
